PROBLEM TO BE SOLVED: To provide a mat powder paint excellent in smoothness and workability. SOLUTION: This thermosetting mat powder paint contains as thermosetting resin components, a polyester resin (A) comprising an aromatic and/or an alicyclic polycarboxylic acid component and a polyhydric alcohol component, and having a hydroxyl group value of 5-300 mgKOH/g, an acid value of 5-200 mgKOH/g, a number average molecular weight of 400-20,000, and a softening point of 30-140 deg.C, a vinyl resin (B) containing an acrylate monomer as an essential component and a glycidyl group, a block isocyanate compound (C), a dicarboxylic acid compound (D), and a rubber compounded resin particle (E) containing a hydroxyl group and having a rubber-like polymer as the core layer and a vinyl polymer as the shell layer.
