PROBLEM TO BE SOLVED: To simplify removing work for refuse drifting ashore a dam. SOLUTION: A dam image obtaining by imaging a dam from above a lake water surface of the dam is received by an image receiver 10, this dam image is processed as image data in a refuse removal planning device 12, a drifting place, a kind and a quantity of the suspended refuse drifting ashore the dam are discriminated on the basis of this processing result, the existence of the necessity of removing the refuse is determined, and when there is the necessity of removing the refuse, a refuse removing work plan hindering no a dam operation plan is made, this planning paper is transmitted to dealer terminals 20 and 22 of a contractor via a refuse removal informing reporting device 14, and a communication network 18, and when receiving a work completing report from the contactor, the image data before and after the refuse removing work are compared, the kind and the quantity of the actually removed refuse are discrimianted, a rate is calculated according to this discriminating result, and a charge according to a calculating result is settled by using digital cache. |
