PROBLEM TO BE SOLVED: To provide a wire rod sending-out device capable of sending out a wire rod in a low tensile force even in the wire rod of a construction material having a large specific gravity such as a copper wire and a bobbin having a large winding quantity. SOLUTION: This wire rod sending-out device is provided with two rollers 7 arranged in parallel for receiving and supporting the bobbin from the lower side, shafts 4 rotatably inserted into these respective rollers via a bearing 5 and a motor 8 for rotatably driving at least one of these shafts. A load to the shafts is dispersed by receiving the bobbin by the two rollers, and frictional force of the bearing and the rollers is reduced by rotating the shafts by the motor. The motor is connected to one shaft, and this shaft and the other shaft are connected by a belt 9, or the motor is connected to both shafts. An electromagnetic powder brake 11 is connected to one side of the shaft to prevent excessive rotation of the bobbin for operating intertia force by rotating once so that proper braking force is applied.
