PROBLEM TO BE SOLVED: To provide an arbitration device which can have a priority rate set while suppressing the hardware quantity needed for priority decision making small and guarantees that a common resource is accessed at the set priority rate for a system wherein masters share one resource. SOLUTION: Priority value calculating means 110, 120, and 130 corresponding to masters input values held by permission-time addition value holding means 111, 121, and 131 when the corresponding masters are permitted or values held by non-permission-time addition value holding means 112, 122, and 132 when not to adding means 114, 124, and 134 to add them to current priority values outputted by priority holding means 115, 125, and 135 and calculated next priority values, and input them to the priority value holding means 115, 125, and 135. According to the inputs, an priority decision means 150 determines a master to be given bus use permission.
