PROBLEM TO BE SOLVED: To peel the coating film of an object to be recycled such as bamper chips or the like. SOLUTION: A mixture of crushed matter (resin chips) of the object to be recycled and media comprising thermosetting resin molded matter is charged in a revolving drum 12 and stirred to peel the coating film of the object to be recycled. A large number of rod-shaped projections 20 are provided on the inner wall of the drum 12, and a large number of stirring rods 23, 24 are fixed to the shaft 16 piercing the drum 12, and the shaft 16 and the drum 12 are rotated in mutually opposite directions by drive means 25, 26.
