PROBLEM TO BE SOLVED: To provide an opening/closing valve with excellent performance and reliability, and low in manufacturing cost, and also provide a refrigerating cycle device using it. SOLUTION: This opening/closing valve 10 arranged in a refrigerant circuit of the refrigerating cycle device comprises an opening/closing valve body 4 for forming a valve chest 6 inside, a fluid inflow port 1 arranged in the opening/ closing valve body 4 so as to communicate with the valve chest 6, a fluid outflow port 2 arranged in the valve body 4 so as to communicate with the valve chest 6, a valve seat 3 arranged in the valve chest 6 and a valve element 5a housed in the valve chest 6 so as to be movable in the valve chest 6. A seal surface 5b of the valve element 5a formed of the synthetic resin material is molded in the shape of running along a seal surface 3a of an oppositely close contacting valve seat 3 by a compatible means for making the seal surface 5b of the valve element 5a locally compatible by pressurizing the seal surface 5b in an opposed shape.
