PROBLEM TO BE SOLVED: To provide a picture processing system detecting whether information whose copy is inhibited is buried in picture data or not at high speed. SOLUTION: When the buried position of information whose copy is inhibited is detected, picture data whose resolution is reduced is used. When the position is detected, a peripheral picture is cut at every block based on a pattern size and it is compared with a pattern picture.
