A cap (55) is attached to the housing (51). A partition element (52) is provided between cap and housing, such that convex portion (57) of partition element is pressed by either cap or housing. Convex portion is formed between flow paths (56) of partition element. Damper valve is provided between control valve and power cylinder. The partition element divides inner side of housing of damper valve into power cylinder side and control valve side. Valve gears (53,54) are engaged to the partition element.
