PURPOSE: The public lottery system and method is provided to enhance an interest and a participation of users by performing a lottery in public and justice. CONSTITUTION: A plurality of issuing terminals(110) is opened with users for issuing application tickets for an opening of a lottery. A plurality of opening terminals(130) publicizes an issuing state of application tickets, a processing state and a lottery result in real time. The internet network(140) renders a plurality of clients(150) to confirms the issuing state of application tickets, the processing state and the lottery result in on-line. A lottery server(120) totally controls the above composition elements through a wire and wireless communication units. The lottery server(120) publicizes an application ticket giving method for offering a lottery method in public and justice to a plurality of clients(150). In addition, the lottery server(120) publicizes a lottery rule beforehand, and informs an event processing state in real time, and automatically announces the lottery result immediately after the event is closed.
