PROBLEM TO BE SOLVED: To correct the accumulated error of a gyro sensor to precisely detect the displacement of the ground over a long period. SOLUTION: This system comprises a gyro sensor 2 for detecting the impact acceleration by the displacement of the ground, a biaxial accelerometer 3 for detecting the inclinations and inclining directions of two orthogonal axes, a level gauge 8 for detecting the water level in ground, and a GPS receiver 12 for receiving the radio wave transmitted from a GPS reference station to calculate the latitude and longitude, and the acceleration value detected by the gyro sensor 2, the inclination and inclining direction detected by the accelerometer 3, the level data detected by the level gauge 8, and the coordinate data determined by the GPS receiver 12 are inputted to perform an arithmetic operation. A plurality of detectors having arithmetic parts 6 having the correcting function of correcting the error of the gyro sensor 2 on the basis of the coordinate data is buried in the ground to form an observation range, and each data is transmitted from the detectors to a base station to execute various kinds of determination processing in a determination part 14.
