PROBLEM TO BE SOLVED: To obtain a non-halogen-based composite flame retardant capable of expressing high flame retardant effects in non-halogen-based resins. SOLUTION: This composite flame retardant consists of 1-99 wt.% of (a) a phosphorus-based flame retardant and 99-1 wt.% of (b) a metal salt of an inorganic acid arbitrary selected from metal stannates, metal hydroxystannates and metal borates. As the phosphorus-based flame retardant used in the composite flame retardant various phosphorus-containing compounds that have been usually used as phosphorus-based flame retardants can be arbitrary used. As concrete compound groups, phosphoric acid esters, phosphorus-based inorganic acids and/or their salts, phosphines, phosphazenes and the likes are cited.
