SOLUTION: A data communication controller 11, which makes data communication through a telephone line network 3, makes data communication with the controller of a communicating party through the network 3 by using a telephone system 13 via communications equipment 12, having a network communication control section 121 which can make communication processing by using an on-vehicle communication network 14. Therefore, versatile data communication can be realized.
