PROBLEM TO BE SOLVED: To provide a transmitter capable of inserting a dummy bit in accordance with a used interleaver so that the position of the dummy bit in a compressed mode becomes optimum and a receiver capable of improving transmission quality by effect of the interleaver. SOLUTION: A transmitter 1 generating a compression frame by inserting a dummy bit into a transmission data group so that the dummy bits are arranged in one column of an interleaver constituted of n-rows ×k-columns, collecting the dummy bits into a bit group after interleaving within transmission stop time and extracting the dummy bit in such a state at a compression mode, and a receiver 2 generating a reception data group by reproducing the bit group after interleaving by inserting the dummy bit into the prescribed position of the received compression frame, de-interleaving the bit group and extracting the dummy bit are included.
