PROBLEM TO BE SOLVED: To enable sure counting and/or killing of insects, and the like, even under lowered voltage applied to electrodes in an insect-capturing and killing device to perform the counting and/or killing of insect, and the like, taking advantage of electric discharge between electrodes. SOLUTION: When an insect, and the like, enters in a space between an outer electrode 21 and a center electrode 28, an electric discharge is generated through the insect as a discharging medium to kill the insect. The killed insect, and the like, is discharged downward by frictional force by rotating the center electrode 28 in a prescribed direction. The above discharging mechanism solves the problem of the clogging of insect body, and the like, in a gap between the electrodes and enables the narrowing of the electrode gap to the order of the body size of the insect and the setting of a low application voltage corresponding to the gap.
