PROBLEM TO BE SOLVED: To reduce the facility cost and the running cost by an arrangement wherein a solute supply machine supplies ice and snow with a solute, e.g. salt or calcium chloride, in order to cool a storage unit by lowering the melting point of ice and snow through mol effect and a temperature controller controls temperature in the storage unit to a set level. SOLUTION: Melting point of ice and snow S drops through mol effect when the ice and snow S is melted by adding a solute. For example, the melting point drops down to about -18.6 deg.C when water of 1 litter is added with a solute of 10 mol. The ice and snow S having a melting point lowered by means of the added solute cools down the surroundings to 0 deg.C or below. The solute being added to the ice and snow S includes salt, calcium chloride, magnesium chloride, alcohol, and the like. Since salt and calcium chloride are inexpensive, running cost can be reduced. A temperature control circuit 3 detects temperature in a storage unit 1 and controls the quantity of solute being added to the ice and snow S. The temperature control circuit 3 has a circuit for controlling a solute supply machine 2 based on the output signal from a temperature sensor 4.
