PROBLEM TO BE SOLVED: To provide a high-capacity, long life and low cost alkaline secondary battery electrode substrate and an alkaline secondary battery using the base body. SOLUTION: This alkaline secondary battery electrode base body has a nickel-plated film formed by using an electrolytic nickel plating solution in which a higher alcoholic surfactant is mixed and is formed from an iron or iron alloy foaming body, and this alkaline secondary battery uses, as a constituent element, an alkaline secondary battery electrode formed by filling the electrode base body with an active material. If the foaming body formed from an iron-nickel alloy is used, nickel-plated coating can effectively be performed and the cycle life of a sealed battery can be improved with a small plating amount.
