SOLUTION: An information exchange 10 is connectable to a portable PC 51 through a network 50, and when the terminal 51 satisfies a prescribed condition and outputs an access request to an operation resource, transmits decoding information to a ciphering mechanism part so that the PC 51 can decode specific information.
