PROBLEM TO BE SOLVED: To obtain appropriate exposure even in the case of photographing in a state where a flash is separated from a camera by executing preliminary light emission by a 1st flash light emitting device installed in such that a distance from a light emitting surface to an object is the same substantially as a distance to film arranged in the camera. SOLUTION: The preliminary light emission is performed by using the flash 301 incorporated in the housing 300 whose position may be nearly fixed with respect to the camera 100. Thus, the flash for the preliminary light emission is arranged at a distance where the distance from the flash to the object is regarded as equal to the distance from the object to the film surface, which is the requisite condition of a control program for TTL light control incorporated in a camera for on-load photography. Even in the case of photographing with the housing, the program (algorithm) for the TTL light control is utilized, so that control for TTL light control is executing in underwater photography equally to the on-load photography.
