During travel on railways in countries of the international railway association the fourth inlet (40) of the switching valve (24) is connected to the main air line chamber (15) of the dual pressure component and to the outlet which is permanently connected to atmosphere. The first inlet which is permanently connected to the main air line is closed, and the third inlet (39) which is permanently connected to the dual pressure component chamber (17) connected to control chamber "A" is connected to the outlet.
