<p>PROBLEM TO BE SOLVED: To provide a video signal coder coding a video signal with a high efficiency in which edit is easy and excellent coding results are obtained from every input video signal. SOLUTION: The video signal is coded from the same initial state by a coding means 12 for each of prescribed image unit generated by a multi-group of picture(MGOP) division means 11 and a stream link means 13 generates a final bit stream. Thus, the edit in the unit of MGOP is easy and since the unit of edit is extended from GOP into MGOP, the information distribution depending on the input is attained and since coding information generating means 14 stores coded information of each MGOP, the information in the preceding coding is used effectively again even in the case of 2nd coding.</p> |
