PURPOSE: To evaluate image quality objectively by extracting a characteristic quantity to discriminate image quality of received image data, calculating the characteristic quantity as an evaluation value and discriminating the image quality through the use of the obtained evaluation value. CONSTITUTION: An image quality improvement section 21 is provided with a processing object extract means 22 and a picture element processing means 23. A characteristic point extract means 221 of the means 22 extracts a trace of the deteriorated part of the image quality and an object decision means 222 decides the deteriorated part based on the relation of position of the characteristic point extracted by the means 221. A threshold level calculation means 231 of the means 23 calculates a threshold level when a picture element is interpolated by using each evaluation calculated by the image quality calculation means 11 as a variable. Furthermore, a character segmentation means 232 of the means 23 segments one by one character and applies interpolation processing to the segmented characters because wrong interpolation may be applied to erroneous picture elements between adjacent characters. Thus, erroneous interpolation between adjacent characters is prevented. |
