The tendons (3, 4) run in a first layer (1), which bears without pretensioning against a second layer (2). For producing the composite element, the beginning of setting of the first layer (1) is delayed, for example by adding retarding admixtures or cooling, or both together. As soon as the second layer (2) has set and has hardened sufficiently to take the required tensioning force, the tendons (3, 4) can be arranged on it, tensioned and fixed, after which the setting of the first layer (1) takes place. In this way, multilayered elements made of concrete and/or plastic, for example floor slabs and ceiling slabs of structures, can be produced more quickly and more simply. Since the second layer (2), which supports the tendons (3, 4) is constantly compressed, the formation of cracks is suppressed, so that the second layer (2) acts as a water-impermeable barrier layer. The layers (1, 2) are joined undisplaceably to one another by surface roughness, steel or plastic connecting links (5), adhesives, adhesive compounds or a following cast layer (1) of the same material. <IMAGE>
