<p>PURPOSE:To suppress a transmission rate by efficiently perform encoding by performing the entropic transformation of the DC component of a transform coefficient obtained by orthogonal transformation comprehensively with the AC component. CONSTITUTION:An orthogonal transform means which inputs an image signal and performs the orthogonal transformation of the image signal, a separation means 12 which separates the DC value of the transform coefficient obtained by the orthogonal transform means from the AC component. a first quantization means 16 which quantizes the DC value separated at the separation means, and a synthesizing means 18 which synthesizes quantized values obtained by the first and second quantization means are provided. A quantization value synthesized by the means 18 is compression-encoded by a variable length encoder means 20. Decoding can be performed similarly.</p> |
