PURPOSE:To enable the rapid discovery and repair of a fault point by providing a means for storing m(m>=2) pieces of continuous message transition information and a means for determining the output speed of n(n>=m) pieces of messages in accordance with the message transition information. CONSTITUTION:This system has a message transition information memory section 102 which stores the message transition information corresponding to m(m>=2) pieces of the continuous messages indicating the state of the device or system and a message group output speed determining section 103 which determines the output speed of (n) pieces of the messages corresponding to n(n>=m) pieces of the state signals in accordance with the message transition information. The output time of the message groups which are hardly produced can be delayed by changing the output of the message groups by the kinds of the message groups at this time. An operator is able to sufficiently recognize the messages and to rapidly discover or repair the fault point in the case of the large-scale fault of the system, etc.
