PURPOSE:To make timing advance control according to engine speed under the timing delay control and driving conditions at time of light load attainable by setting up a sliding member, opening or closing a low pressure side passage, in a passage to be intersected with this low pressure side passage, and impressing fuel pressure on one end face in the valve closing direction. CONSTITUTION:At the time of full load at lowland, an internal pressure regulating hole 1a and a fuel escape hole 2a both are not interconnected, and internal pressure goes up in proportion to pump revolving speed, whereby injection timing is advanced. On the other hand, at the time of light load at the lowland, a governor sleeve 1 is moved to the right, interconnecting the internal pressure regulating hole 1a and the fuel escape hole 2a together, and since a low pressure side passage 20 is interconnected to a ring groove 21a of a sliding member 21, fuel is made escape to a low pressure part via the passage 20, and the internal pressure goes down as far as a portion to be determined a passage area of the regulating hole 1a, thus timing control is delayed. And, at highland, the sliding member 21 is moved to the right by a bellows 24 against a spring 22 and fuel pressure, closing the low pressure side passage 20, and injection timing control is advanced. Thus, timing delay control at time of the light load is performable, and timing advance control corresponding to engine speed under the specified driving condition comes possible.
