PURPOSE:To prevent the occurrence of surging, by a method wherein, from a stored surging line and the measured values of an inlet guide vane and a diffuse vane, a vane angle control amount vector for preventing surging is determined to perform control of a flow rate. CONSTITUTION:By means of detecting signals from sensors 20-27 for a flow rate, a pressure, etc., the angles of inlet guide vanes 11-14 and diffuser vanes 15-18 are controlled. The surging line is stored in the memory part of a control device 28, and when there is a possibility to enter a surging region, a vane angle control amount vector for preventing surging is determined through control of a vane angle to prevent the occurrence of surging.
