PURPOSE:To obtain a volatile corrosion inhibitor for steel by mixing a tertiary amine with caprylic acid and a tertiary amine with benzoic acid and mixing the resulting amine salt of caprylic acid with the resulting amine salt of benzoic acid in a specified ratio. CONSTITUTION:Equimolar amounts of a tertiary amine represented by general formula R2N-CH2CH2OH (where R is CnH2n+1 and n=1-3) such as dimethylethanolamine, diethylethanolamine or diisopropylethanolamine and caprylic acid are brought into a reaction, equimolar amounts of such a tertiary amine, benzoic acid and water are brought into a reaction and the resulting amine salt of caprylic acid is mixed with the resulting amine salt of benzoic acid in (20-60):(80-40) weight ratio. The mixture is readily soluble in water. When the mixture is impregnated into a base material such as sheetlike paper, nonwoven fabric or woven fabric, the material can be effectively utilized as a steel packing material contg. a volatile corrosion inhibitor.
