PROBLEM TO BE SOLVED: To provide a developing system for liquid development and a developing method for liquid development, with which the developer concentration can be changed at a developing nip between an image carrier and a developing roller, according to the kind of transfer material. SOLUTION: The developing system includes an input means I inputting the kind of the transfer material, and a control means C controlling the revolving speed of a developer supply roller 32 and the revolving speed of a bias applying roller 22 or the bias of the bias applying roller 22 in accordance with output from the input means I. When the input means I inputs a transfer material which is rougher than plain paper, the control means C controls to make the revolving speed of the developer supply roller 32 higher than a reference value and also make the revolving speed of the bias applying roller 22 or the bias of the bias applying roller 22 higher than a reference value.
