A dispenser (10) for dispensing and advancing sheet material (12) is provided.The dispenser includes a frame (14) and a drive roller (16) rotationally mountedto the frame. The drive roller is configured for engagement with sheet materialso that rotation of the drive roller causes movement of the sheet material. A segmentedgear (18) with first and second drive segments (52, 54) is mounted to the frameand is in communication with the drive roller. A spring (20) is included and isin communication with the segmented gear. The spring is configured so that rotationof the segmented gear causes the spring to store potential energy. Release ofpotential energy in the spring causes the segmented gear to rotate. A cuttingblade (22) is provided and is configured for cutting the sheet material in orderto release potential energy. The dispenser allows for a piece of sheet materialto be dispensed therefrom and subsequently presents the user with a new pieceof sheet material for future removal.
