PURPOSE:To provide a windmill device which can be installed in a narrow area efficiently and a windmill with excellent rotation efficiency. CONSTITUTION:A vertical shaft windmill 10 provided vertically with one or more vanes 14 which rotates horizontally is stacked onto a vertical rotation shaft 12 upwards vertically. The vertical shaft windmill 10 provided with the vertical rotational shaft 12 consists of an arm extended horizontally from the vertical rotation shaft 12, a vane 14 whose outside from the center is supported by a vertical supporting shaft 12 installed onto the arm, and which is formed so that it may rotate horizontally, and a stopper which is installed onto the arm at the inner part than the vertical supporting shaft, and regulates that the inner part than the vertical supporting shaft of the vane 14 moves to the front side in the rotation direction.
