PURPOSE:To stop operations of the computers which are not used in a network system to save the power consumption and also to omit the reinitialization, by attaining the rise, discontinuation and system change of each computer while the network system is working. CONSTITUTION:At the time when a discontinued computer has a rise, an inquiry is given about the change of resources during discontinuation of own computer within another computer by means of a rise report message. Then the rise report is returned from own computer against the rise report given from the relevant computer in case the computer so far discontinued during said inquiry has a rise. Then it is inquired whether or not the discontinued computer works during discontinuation of its own computer and changed the resources. Based on the answers to those inquires, each computer always has the latest resource control information.
