PROBLEM TO BE SOLVED: To provide a cleaning roller for a charging roller which restrains the adhesion of a foreign matter to the surface of a charging roller and shows durability completely coping with the increase of frequencies that it is exposed to the foreign matter and the increase of the number of printed sheets until the exchange of parts. SOLUTION: The image forming apparatus is constituted so that the surface of a photoreceptor is electrified by the charging roller 12 coming into contact with the rotating photoreceptor, and then it is exposed by an exposure part, so as to form an electrostatic latent image to which toner and an additive for adjusting the charging property and the fluidity of the toner are supplied from a developing part, so as to be developed to form a toner image, and the toner image is transferred to recording paper. The cleaning roller 28 for removing the foreign matter comes into contact with the charging roller 12 and is driven to rotate. The cleaning roller 28 is composed of polyurethane foam whose outer peripheral surface has an adsorptive component such as silica or alumina being the additive stuck thereto, and the sticking amount of the adsorptive component exceeds 2 mass% and under 50 mass% with respect to the polyurethane foam.
