Provided are a pressure sensitive adhesive sheet which is hardly whitened even if dipped in water and is excellent in adhesive strength, and a method for preparing the pressure sensitive adhesive sheet. A pressure sensitive adhesive sheet comprises a plastic sheet base other than a foaming agent; and a pressure sensitive adhesive layer which is formed on at least one surface of the base, wherein the pressure sensitive adhesive layer comprises an emulsion type aqueous pressure sensitive adhesive containing an acrylic polymer as a main component, and the water-soluble component of the pressure sensitive adhesive layer is 3 wt% or less. The pressure sensitive adhesive layer has a brightness L* of 40 or less after dipped in water at 25 deg.C for 24 hours and an adhesive strength of 6 N/25 mm or more when released by 180 degrees to a polyethylene plate if the thickness of the pressure sensitive adhesive layer is 20 micrometers.
