The tool mandrel which forms teeth on a workpiece (30) has tool teeth (11) extending up from a tool foot circle (12) to a tool head circle (13) between the tool flanks. These form the negative of the force-transmitting tooth flank regions (34) of the workpiece. The head end of the tool tooth flanks is at a significant spacing from the tool head circle. The tool tooth between the head end of the tool tooth flank and the tool head circle has a head region (16) narrowing towards the tool head circle.
