PROBLEM TO BE SOLVED: To provide a concrete floor of a three-dimensional structure, which is constructed so as to exert complete waterproofing effect at a low construction cost and in a short construction period, and to provide a method of constructing the floor and a draining device. SOLUTION: The concrete floor 24 of the three-dimensional structure 2, arranged in a major structure and having a draining means, the method of constructing the floor, and the draining device are provided. The draining means is formed of side edge gutter means 100, inside gutter means 200, and concrete units 22. The side edge gutter means are arranged along the outside of side edges of the major structure and extended almost in the horizontal direction. The inside gutter means are arranged inside the side edge gutter means 100 in a manner intersecting each other almost in the horizontal direction and communicating with the side edge gutter means 100. The concrete units 22 are placed so as to fill horizontal spaces enclosed by the side edge gutter means 100 and the inside gutter means 200, and horizontal spaces enclosed by the inside gutter means 200.
