PROBLEM TO BE SOLVED: To prevent a PLC (Power Line Communication) modem included in a vehicle-mounted electronic control unit from being started uselessly, in regard to a vehicle-mounted charging apparatus and a charging system for a vehicle.SOLUTION: A vehicle-mounted charging apparatus includes: a vehicle-mounted battery charged by power supply from external charging equipment via a charging cable; and a vehicle-mounted electronic control unit which has a power line communication function performing power line communication via the charging cable with the external charging equipment by using a PLC modem, and, separately from the power line communication function, a predetermined function capable of being actuated during an ignition off state of a vehicle. The vehicle-mounted electronic control unit stops the start up of the PLC modem when the power line communication function is not actuated, even when the predetermined function is actuated.
