PROBLEM TO BE SOLVED: To provide a semiconductive rubber roll in which a degree of correlation between voltage (V) and current (I) fully satisfies each degree of correlation different according to characteristics of a development apparatus and which realizes an excellent printing result especially in an range of 100 to 1,000V and to provide the development apparatus having the same. SOLUTION: The semiconductive roll formed by overlapping two or more semiconductive layers around a conductive shaft object like concentric circles, of which the resistance values of internal layers of two directly contacting layers are within a range of 5.0×10<SP>4</SP>to 1.0×10<SP>10</SP>Ω, the resistance values of its outer layers are 1.0×10<SP>-6</SP>to 2.0×10<SP>-1</SP>times to the resistance values of the internal layers is provided.
