A determination unit determines whether or not it is possible to reduce the power consumption of the device during the specific period designated by the reduction information acquired by the acquisition unit on the basis of stipulated determination conditions. When the determination unit determines that reduction is impossible, an execution processing unit does not send a start-up request to a user terminal (for example, a smartphone), and when the determination unit determines that reduction is possible, the execution processing unit sends a start-up request to a user terminal to make the user terminal notify the user of the specific period. |
