The present invention relates to a heat treatment device, and a method which helps achieve a uniform strength required for an object to be heat-treated by improving a quality of quenching the object to be heat-treated. According to an embodiment of the present invention, the heat treatment device comprises: a tank; and a spraying device which sprays a heat treating medium inside the object to be heat-treated in a state where the object to be heat-treated is locked in the heat treating medium inside the tank. The heat treatment method in accordance with an embodiment of the present invention comprises: a first step of inserting the object to be heat-treated into the heat treating medium; and a second step of quenching the inside and outside of the object to be heat-treated by spraying the heat treating medium inside the object to be heat-treated in a state where the object to be heat-treated is inserted in the heat treating medium.
