摘要

PROBLEM TO BE SOLVED: To improve a scenario where a PCell and an SCell are both arranged in the same eNB.SOLUTION: A communication system where a primary cell is controlled by a first base station and a secondary cell is controlled by a second and different base station: performs a flow control for radio link control layer data between the primary cell and the secondary cell; and communicates the radio link control layer data between the first and second base stations by using the link between the first and second base stations on the basis of the flow control.
