PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor capable of preventing uneven wear for a surface layer, preventing mechanical damages such as crack and hollow due to repeated use, and maintaining initial surface characteristics, and to provide a process cartridge and an image forming apparatus in which an image defect is prevented by using the electrophotographic photoreceptor. SOLUTION: As shown in Fig. 2, the electrophotographic photoreceptor is configured by stacking an organic photosensitive layer 2 and a surface layer 3 on a conductive base 1 in this order, wherein the surface layer 3 is a layer having at least gallium Ga and oxygen O as constitutional elements, has a thickness of≥0.2μm and≤1.5μm and has a micro hardness of≥2 GPa and≤15 GPa.
