PROBLEM TO BE SOLVED: To provide a cleaning member the attitude of which is stable during cleaning, an image forming apparatus, and a cleaning member manufacturing method for manufacturing such a cleaning member.SOLUTION: A cleaning member includes a plate-like body that scrapes off unnecessary objects present on the surface of a cleaning object from the cleaning object, and a layered opposing part that includes, of both front and rear faces of the plate-like body, an opposing surface opposite to the cleaning object and has the coefficient of friction with the cleaning object gradually reduced from the opposing surface toward the rear face side with respect to the opposing surface. |
