PROBLEM TO BE SOLVED: To provide a flow velocity measurement method and a flow velocity measurement system, capable of measuring flow velocity of vapor flowing inside a pipeline from outside with excellent accuracy.SOLUTION: A flow velocity measurement method is for measuring flow velocity of thermal fluid flowing inside a pipeline. The flow velocity measurement method includes: a first step of performing heat exchange at a prescribed part on a surface of the pipeline; a second step of measuring temperature distribution on the surface in a pipe-axial direction of the pipeline after the heat exchange at the prescribed part; and a third step of obtaining flow velocity of thermal fluid flowing inside the pipeline, based on the measured temperature distribution.
