The present invention relates to an access blocking method of terminals connected to a base station and to an apparatus thereof. According to an embodiment of the present invention, a communication method of a mobility management entity (MME) includes a step of receiving internet protocol multimedia service (IMS) entity load information from an IMS entity; and a step of transmitting IMS related blocking information of terminals connected to the base station to the base station. According to an embodiment of the present invention, the IMS service can be blocked since the load is concentrated to the IMS entities such as P-CSCF or the like and the present invention prevents a situation wherein it is impossible to process an emergency call or a priority call such as a police station worker or a fire station worker, etc.
