The present invention relates to a functional cosmetic composition comprising low molecular ginsenosides Rh2 and Rg3 isolated from ginseng, red ginseng, and cultured wild ginseng roots and more specifically, to a functional cosmetic composition which includes the ginsenosides Rh2 and Rg3 with a mixing ratio of 2:8 to 4:6, and shows excellent effects such as relieving atopic dermatitis, acne, skin whitening, and anti-wrinkle when 1-5 wt% of the functional cosmetic composition is included based on the total weight of the ginsenosides Rh2 and Rg3 mixture as solid powder. The cosmetic composition according to the present invention shows better anti-wrinkle, skin whitening, relieving acne, and atopic dermatitis than when applying only the ginsenosides Rh2 and Rg3. In addition, the cosmetic composition of the present invention is a natural material and edible so that the composition including the same as an active ingredient is safe for long term use and has no toxicity and side effects.
