<p>PROBLEM TO BE SOLVED: To obtain a successful incoming call by selecting a CSFB method depending on a situation, when a circuit-switched call is originated from a preferential user device to a general user device.SOLUTION: When a circuit-switched call from the preferential user device destined to the general user device is originated to a packet switched communication network, a connection to the general user device, that is, an incoming side of the call, is transferred from the packet switched communication network to a circuit switched communication network. In this transfer method, connection restriction information related to connection restriction in the circuit switched communication network is acquired. In the surroundings of the general user device, when it is estimated that there is a cell of a circuit switching method in which connection is not restricted, the connection to the general user device is released, and a prompt is made to the general user device to connect to the cell of the circuit switching method having no restriction of connection. When it is estimated that, in the surroundings of the general user device, there is no cell of the circuit switching method in which connection is not restricted, the connection to the general user device is handed over to the cell of the circuit switching method, with the maintained connection to the general user device.</p> |
