Disclosed in the present invention is A method for controlling a user equipment to hand over to a hybrid operating mode cell, which comprises: a source base station sends an X2 handover request message to a target hybrid operating mode cell when controlling the handover operation of a non-member user equipment, and sends an S1 handover request message to a mobile management entity when controlling the handover operation of a member user equipment. Also disclosed in the present invention is a system for controlling a user equipment to hand over to a hybrid operating mode cell correspondingly. With the present invention, in some typical scenario where home base stations of hybrid operating mode cells are adopted, the system can control a large number of user equipment to use X2-based handover procedure to implement handover operation. Therefore, the load of the mobile management entity and the overhead of the system resources can be reduced without affecting the system safety and increasing the system complexity.
