A sludge collector having a sludge agitating part in a settling basin is provided to discharge sludge from the settling basin smoothly, substantially increase the fluidity of sludge while easily breaking solidified sludge during agitation of sludge, and prevent the deterioration of sludge collection efficiency due to a transfer car while smoothly preventing sludge from returning to the rear of the settling basin. In a sludge collector for a settling basin comprising: a settling basin(10) which has a hopper(11) at one side therein and a discharge part(12) installed on the hopper, and in which a rail(13) is installed; a transfer car(20) having wheels(21) disposed on an upper surface of the rail, and front and rear scrapers(22,23) scraping the bottom of the settling basin; a transfer car drive part(30) having a wire rope(31) connected to the transfer car by an endless track, and a drive drum(32) on which the wire rope is wound; and a sludge agitating part(40) installed at the inner side of the hopper to agitate solidified sludge, a sludge collector having the sludge agitating part in the settling basin is characterized in that the sludge agitating part comprises a motor drive part(41), a rotary shaft(42), a plurality of supports, and an agitating blade(44). The sludge agitating part further comprises a plurality of spray nozzles, a water supply path, a supply pipe(47), and a supply pump.
