<p><P>PROBLEM TO BE SOLVED: To provide inhibitory and/or regulatory human CD4<SP>+</SP>CD25<SP>+</SP>T cells, a method for proliferating the T cells, and a method for utilizing the inhibitory and/or regulatory human CD4<SP>+</SP>CD25<SP>+</SP>T cells or the proliferated T cells as a regulating agent. <P>SOLUTION: The inhibitory and/or regulatory human CD4<SP>+</SP>CD25<SP>+</SP>T cells are isolated from human peripheral blood by the magnetic separation or immune adsorption method, preferably by the suitable monoclonal antibody. The T cells are CTLA-4<SP>+</SP>and have regulatory characteristics.
