PROBLEM TO BE SOLVED: To provide an environment construction-operation system that improves work efficiency of a system manager by properly switching between automatic and manual processing in accordance with processing content of the system manager. SOLUTION: The management computer includes: a statistical information analysis part acquiring environmental information of a constituent element related to a resource of an information processing system to be managed; an automation incompatibility calculation part generating history information of environment construction processing to the resource by the system manager, and weighting the automatic processing and the manual processing to the resource to be managed; and a script creation part controlling environment construction of the resource. The automation incompatibility calculation part applies weight to the processing requested from the system manager based on the history information, and controls the automatic/manual processing in terms of an apparatus and the resource to be controlled as well as a parameter constituting the apparatus or the resource.
